New TVDE law 2026: Portuguese and driver requirements
New rules make it especially important to read current sources. For learners, separate what the law establishes from the details a training provider or implementing regulation must confirm.
Start with the published amendment
Law 59/2026 of 25 August amends Portugal’s TVDE framework. It updates the description of the activity and introduces Article 10-A on functional knowledge of Portuguese suitable for TVDE driving work.
Article 10-A connects verification of that language ability to training and successful completion of initial training. It states that the content, criteria and procedures are to be defined by a ministerial regulation. Do not assume a particular CEFR level, a new separate test format or an implementation date from this guide.
Use the right source for the right question
Read the published law for the legal wording and the IMT’s current certification guidance for the professional process. Ask your recognised training provider how current requirements apply to your course and assessment.
A dated social post can mix an announced proposal with a rule already published. Save the source URL and date when taking notes. If an operational detail is unclear, ask the responsible authority or provider rather than filling in the gap with a guess.
Practise functional communication
Build a routine around situations you expect to encounter. Understanding a passenger’s reply and being able to clarify a misunderstanding are more useful goals than memorising isolated translations.
- Confirm a pickup and destination.
- Ask someone to repeat or speak more slowly.
- Understand instructions and conditions in course questions.
- Practise polite arrival and luggage conversations.
Connect language work with exam study
Use European Portuguese audio and complete sentences. Keep a list of unfamiliar expressions from your training materials and practise them in context. TVDE Ready combines Portuguese learning with independent exam exercises, but it cannot certify compliance with language or professional requirements.
Before making decisions about enrolment, renewal or work, check the latest official information. This article is a preparation guide, not a substitute for the authority’s assessment of your case.
Other changes and the responsible organisation
The new TVDE law also changes the relationship between taxis, operators and platforms. The provision allowing a taxi vehicle to operate in TVDE is conditional on the relevant requirements; it does not automatically authorise every driver or car.
The legislation uses gestor de plataforma eletrónica and separates obligations for drivers, companies and vehicles. Identify who must fulfil each rule. Do not turn a company requirement into a personal document for every candidate.
Keeping a legal note current
Keep the source, article and date. Distinguish what the legislation states from matters needing implementing rules or administrative guidance. Check a website statement against its source before using it for a decision.
For study, connect recognised training, Portuguese comprehension and passenger communication. For licensing, vehicle identification or registration, consult the operator and competent authorities. This guide does not certify compliance or claim a new separate language exam is compulsory.
